Tennessee Bankers Association Elects New Leadership
Dunlap Banker Takes Association Helm
H. Glenn Barker, chairman and CEO, Citizens Tri-County Bank in
Dunlap, TN, was installed as chairman of the Tennessee Bankers Association
(TBA) during ceremonies at the closing banquet of the TBA’s 115th
Annual Meeting in June. More than 700 members of the financial services
industry and related businesses attended the convention held June 5–7
at The Greenbrier in White Sulphur Springs, WV.
Barker succeeded to the post held last year by James A. England, chairman,
president, and CEO, Decatur County Bank, Decaturville, TN. England will
continue to sit on the association’s board of directors for the
next three years.
“I am honored to be selected to play a role in the growth and
evolution of our industry. As the first chairman from Sequatchie County,
I represent a small community but am proud to say that we are not small
in terms of involvement,” Barker noted in his acceptance speech.
He pledged to focus on legislative efforts in both Nashville and Washington
during his term, particularly in the areas of regulatory relief and
credit unions.
In addition to a new chairman, delegates to the annual meeting elected
new executive officers and new members of the board of directors. Executive
officers for 2005-2006 are:
• Chairman – H. Glenn Barker, chairman
and CEO, Citizens Tri-County Bank, Dunlap
• Chairman-elect – Paul Willson, vice chairman
and president, Citizens National Bank, Athens
• Vice Chairman – Steve White, chairman,
Community South Bank, Parsons
• President – Bradley L. Barrett, Tennessee
Bankers Association, Nashville
• Immediate Past Chairman – James A. England,
chairman, president, and CEO, Decatur County Bank, Decaturville.
Three directors, one from each of the three grand divisions of the state,
were elected to serve three-year terms on the TBA board. They are:
• East Tennessee – Gregory B. Jones, chairman
and CEO, Cornerstone Commu-nity Bank, Chattanooga
• Middle Tennessee – Thomas B. Duncan,
president and CEO, Union Bank, Jamestown
• West Tennessee – John Clark, president
and CEO, First State Bank, Union City.
In addition, delegates selected Larry B. Martin, chief
operating officer, First Tennessee Financial Services, Knoxville, to
serve as chairman of the Corresponding Bank Division. This division
monitors the interests of the state’s large holding company/regional
banks. As chairman of the division, Martin will sit on the TBA board
of directors.

H. GLENN BARKER

Tennessee Bankers Association
Glenn Barker is chairman and CEO of Citizens Tri-County Bank in Dunlap,
TN. He helped organize the bank in 1972 and was elected to his current
post in 1983.
In addition to his position with the bank, Barker is chairman and president
of Se-quatchie Valley Bancshares, Inc, the bank’s holding company.
He also serves as vice president of Sequatchie Associates, Inc.
He is a member of the board of directors of The Plateau Group, Inc,
Crossville, TN, and Tennessee Business and Industrial Development Corporation
(BIDCO) in Paris, TN.
Barker represents the independent Community Bankers of America (ICBA)
on the TBA board as a state director. This is in addition to his seat
on the board as TBA chairman. He is a member of ICBA’s Federal
Legislative Committee. Previously, he was involved in TBA activities
as president of the Independent Bankers Division and as a member of
the Government Relations Committee.
Barker holds a BS degree in agriculture from the University of Tennessee.
Within the community, Barker helped organize the Sequatchie Dunlap Chamber
of Commerce and served as its first president and director. He is also
active in the Down-town Dunlap Beautification project. He was selected
Alumnus of the Year from Se-quatchie County High School in 2004. Barker
is a member of Chapel Hill United Meth-odist Church where he teaches
Sunday school.
Barker and his wife Patsy have three children and six grandchildren.
