2010 Appraisal Workshop - FIRREA, USPAP, and the Appraisal Review Process

Program Information
The FIRREA act of 1989 recognized USPAP as the generally accepted appraisal standard and requires USPAP compliance for appraisers in completing reports concerning federally related transactions.  Appraiser certification and licensing requirements, appraisal services, appraisal trade associations, and FIRREA require compliance with USPAP.  However, most lenders do not understand these appraisal standards and the appraiser’s responsibility in their industry compliance requirements.

The USPAP Scope of Work Rule emphasizes the requirements for problem identification, determining the appropriate scope of work, and disclosure of the scope of work that was performed in appraisal, appraisal review, and appraisal consulting assignments.  These changes require banks to discuss the Scope of Work expectations in detail with the appraiser during the engagement process.  This workshop will discuss these changes in depth and the related risk in the appraisal engagement process.

The formal review process is becoming more important in complying with FIRREA. Examiners expect this process to include periodic validations.  The instructor will offer practical tips in the appraisal review process, as well as, in the validation process of FIRREA compliance.
